On June 24, 2024, the office of the Minister of State for Cabinet Affairs in Qatar issued Circular no. 13 for the year 2024, introducing a detailed new dress code for employees across Ministries, government agencies, and public bodies. This initiative aims to standardize attire during work hours and official events, ensuring a professional and cohesive appearance among all personnel.

Traditional Attire for Qatari Employees:

For Qatari Men: Qatari male employees are required to don the traditional attire of a Qatari thobe, paired with a ghutra (headscarf) and eqal (head cord). The dress code specifies different colors for different times of the day and seasons:

  • Summer Elegance: White in the morning, blonde at midday, and black in the evening.
  • Winter Option: Between December 1st and April 1st, a winter bisht may also be worn for official engagements.

For Qatari Women: Qatari female employees are expected to wear the abaya, a traditional long black cloak, complemented by a headscarf, ensuring cultural respect and modesty in the workplace.

Formal Attire for Non-Qatari Employees:

For Non-Qatari Men: Non-Qatari male employees are required to dress in a full, formal dark-colored suit, complete with a shirt and tie that matches the suit’s color, reflecting a professional appearance suitable for Qatar’s official settings.

For Non-Qatari Women: Non-Qatari female employees are encouraged to choose women’s work suits that maintain the formality and decorum expected in Qatar’s professional environments.

Guidelines and Prohibitions For New Dress Code:

The circular also lays down several guidelines and prohibitions to maintain uniformity and professionalism:

  • Footwear: While sports shoes are generally prohibited, exceptions are made for medical reasons.
  • Clothing Fit: Tight or short clothing is strictly forbidden, emphasizing a conservative and professional appearance.
  • Color Scheme: Vibrant colors are discouraged, promoting a more subdued and uniform aesthetic.
  • Makeup and Accessories: Makeup should be applied tastefully, and excessive accessories or clothing with logos are discouraged.
  • Hairstyles: Employees are expected to maintain appropriate hairstyles that reflect a neat and professional demeanor.

Circular no. 13 for 2024 exemplifies Qatar’s commitment to upholding cultural values while promoting a cohesive and respectful workplace environment. By standardizing attire across its public sector, Qatar aims to enhance professionalism and unity among employees, reflecting the nation’s cultural heritage and identity on both national and global stages.
